A suburban concert/festival venue isn't a bad idea at all. The majority of Ottawa's many, many music festivals are downtown, but Scotiabank Place (formerly the Corel Centre, well out in Kanata) hosts plenty of big, indoor touring acts successfully, even with its dismal transit accessibility.
A week-long outdoor music festival might wear out its welcome with the neighbours, unfortunately. It's an issue that's easier to handwave downtown: “But you chose to live downtown.”

Why not make the SARStock venue at Downsview permanent? Great subway access, lots of space, and not many neighbours to bug.
