Yesterday at Nathan Philips Square, while councillors were inside debating the future of graffiti and bike lanes in Toronto, happier events were taking place outside. At noon, Caribana the Caribbean Carnival celebrated its official launch—and even got the mayor out to celebrate the occasion.
