“Quite frankly, some combination of complacency, misperception and benign neglect has led to virtually continuous under investment in Scarborough for decades now. Whether it is hospitals and health care, economic development or transit, Scarborough has been prevented from achieving its full potential by this under investment and I am here as mayor to say that is not right and it doesn’t make sense…
That does not involve playing the politics of envy as others before me have done. But it does mean investing in areas of the city where we have a deficit and a demonstrated need, because what’s good for one part of our great city is good for the entire city.”
