Extra, Extra: Dave Chappelle and Little Ginny

Every weekday’s end, Extra, Extra collects just about everything you ought to care about or ought not miss.

Cars get car lanes; cyclists (if they are very lucky) get bike lanes. Where do the horses go? Spotted and photographed this morning by Nick Warzin.

  • Photo op of the week: Dave Chappelle visiting City Hall to find out why he can’t smoke on stage, winding up next to a very surprised Rob Ford.
  • A little while ago, deputy mayor Doug Holyday (Ward 3, Etobicoke Centre) claimed that downtown wasn’t a good place for raising kids. In the wake of that controversial comment, Metro did a little number crunching. Turns out that, due to general demographic trends, the number of youth aged 14 and under is decreasing in most of Toronto—except for much of downtown, which has seen increases in the last few years.
  • In 2010, city council passed a bylaw requiring large buildings to install green roofs. To help understand how to make green roofs better, U of T has set up a bunch of miniature testing roofs to learn more about how they work.

I think technically you aren’t generally allowed to ride horses in the bike lane (i.e. just bikes in the bike lane). However, in (the bike lane bylaw) 886-11, there is language that provides exceptions for

‘…police… vehicles actively engaged in responding to an emergency’ and

‘Vehicles actually and actively engaged in works undertaken for or on behalf of the City’.
Presumably police horses fall under the latter provision.
(arguing whether horses constitute a ‘vehicle drawn, propelled or driven by any kind of power, including muscular power’ is a different question)
Does anyone know for sure? (e.g. is there a bylaw elsewhere that gives police horses free rein (ahem) to ride where they please?)

I think the HTA calls for horses to be ridden or led to the right side of the roadway in any case.
There certainly doesn’t seem to be a rule indicating who is responsible for cleaning up the horse poop in the bike lanes though.

        Apparently anyone but the police.

Surely there’s a public works project requiring police supervision in there?
