I want to see this happen.

In winter, does it become an ice rink?

Yes sometime around February 15th 2015 the rink will open and then likely close around February 16th depending on funding (and weather of course).

In addition, I predict that the city will be opening bids in late 2014 for a semi-truck-sized, double-length, fully-accessible Zamboni (with a possible bankable sick day option) to clean the new 'Sir Gardiner City-Length Rink'. All tenders will be welcome, especially those that are located in Thunder Bay!

Personally, I'm looking forward to when they hold the world's longest hockey game on the rink, winter 2017, which will be controlled by Maple Leafs Sports and should cost about $784 for the crappy seats.
