I think it was part of Rogue Wave. MacLeod is slowly spreading the FREE signs across the continent, putting a couple up wherever he travels.
Last year, he did a cool neon sign project where he turned quintessential red and blue neon "OPEN" signs into ones reading "NOPE" that were hung in abandoned storefronts.
He works with Gallery 1313 occasionally, displaying photos of his altered spaces and related projects.
Thanks for the info Rob, I'll definitely keep a look out for more next time I'm on the island. I love the neon sign thing, they're such a common sight and that's a great way to usurp their purpose.
