A pay day loan storefront opening in your neighbourhood is the opposite of a Friendly Thai. I suppose a pawn shop or dollar store might be the opposite of a Starbucks.

The 60% figure is there most likely because there already exists a federal law capping interest at that level. Somehow, the payday industry is either exempt at present or the rule isn't enforced, I am not sure which. But if the recommendation in question passes in ON, it will simply bring the province in line with law already on books but not in force.

Halladay's baseball nickname is Doc. Doc Halladay. Green Sulfur is right - that sentence doesn't make sense on it's own.
