<description>&lt;p&gt;a friend of mine who works at the Village Idiot said one night a few weeks ago some construction workers from the AGO came in, and after a few drinks admitted that the construction is so far behind and so over budget that they&apos;d be lucky to open in 2009. and that that fact was supposed to be a well-guarded secret.
