Eucan Has A Street Team?

Torontoist snapped this pic on the sidewalk at the corner of Queen and Duncan. Which makes us wonder what exactly is happening here? Is Eucan engaging in viral marketing, will there be scantily clad women and beefed up boys handing out Eucan flyers and promo material soon? Will there be cryptic posters with Eucan propaganda material on them?

This can't be a marker for where they want to put a new Eucan bin, can it? Torontoist was under the impression that council hasn't quite made up its mind yet on any new ones being put in.
