Pipe Dreams, or A River Runs Through It

David Miller went in for word whimsy in delivering up quote for the latest stink at City Hall. In response to York’s proposal to send a $700 million sewage pipe through Toronto, he said: “Toronto has a perfect right to analyze our water on a watershed basis.” (But what does that mean? See comments below)
But more importantly! A giant sewage pipe pitting outlying regions against the city proper, so much room for good headlines. And here is what we got:

- Councillors vote to halt Big Pipe
We would have been happy with a simple Mayor Won’t Take Crap. Any other suggestions?

    “on a watershed basis” means looking at water resource limites and quality throughout the entire area that drains to us (ie not just what happens within our municipal borders). it’s akin to not wanting the dude that lives upriver from you to sit his outhouse on the riverbank, even though it’s his property.
